64-bit? If so and Steam is installed to the Program Files (x86) folder, move it somewhere else, like C:\Games or even C:\Steam, and try it again. If Steam stops working, move the SteamApps folder somewhere else and download the Steam installer, remove the old installation, reinstall Steam, start it up but do not log in, then move the SteamApps folder back to the Steam folder and log in. If you're not using the 64-bit version or Steam is not installed to the Program Files (x86) folder, try running it in XP SP 3 compatibility as well as with admin access. You'll know the GECK is working when it stops responding for a few seconds while loading up the data files. This is normal - don't close it because it will get out of its rut and load everything properly.
