According to the earlier descriptions, the Imperial City covers nearly the entire island, which was the better part of 100 miles across. The game Oblivion could have been confined to the Imperial City Island, just as Morrowind was confined to the island of Vvardenfell, and it would have felt a lot closer to a realistic scale (but still be heavily shrunken for "playability"). Instead, we got a "sampler" of Cyrodiil, shrunken down into a handful of tiny cities, and a few villages with a mere 3-5 houses, which felt like a small county instead of an enormous province.
Expanding the game to cover all of Tamriel would be far worse: you'd have one town to represent each province, with about a couple of square miles of territory surrounding each. In essence, you'd be able to look clear across the province, and see towns in Skyrim from Valenwood,or cross the province at a walk in 10-15 minutes real-time. NO THANKS!
