I am having a similar issues with dawnstar with the jarl skald bounties not leaving quest log after completion.

However another quest for dawnstar was helping 3 people to be thane and take residence and after doing this I am unable to take residence in dawnstar.

Am I missing something or is this a bug as jarl skald or his house keeper guy wont acknowledge me buying a house there.

Let me know wassup any help or response would be appreciated, would like to think I am not alone in this.

there is no house for dawnstar i think, i looked around and the only hosue you could possibly buy there would be a burned down husk

Ok if thats the case thats not bad, I assumed dawnstar had a major house bug where I couldnt buy one, if there isnt a house then the only issue is the bounty quests not leaving

I really hope there is no house and I am in similar spot as others

Dawnstar and Winterhold have no houses available, unfortunately.
