I've read thru a bunch of walkthroughs and can't find a solution to my problem. Sally keeps telling me there's only one thing left to blow up, but I can't seems to find it. The quest indicator keeps pointing me to a teleporting device, and it says it's been powered down. Any tips/suggestions?

Reload a previos save. A little backtracking save you loads of heartache.
