Can anyone tell me what that island in the brown above Morrowind? It is just to the right of the label for Winter Hold.

It's contested territory between Morrowind and Skyrim. That's why it's brown.

Funny, on that map (and the one that came with Morrowind GOTY), Solsthiem is above Vvardenfell, but in the game, it's directly to the left of Vvardenfell. Why'd Beth move the island?

It was the location of the Bloodmoon expansion for Morrowind.

To compare the two locations just now I Googled for maps, and found the map-o-mods. It was rendered in game and stops displaying land just very slightly north of where game-Solstheim reaches, meaning if they made it accurate to the drawn maps, the top half of the island wouldn't be visible without map-fixing mods. (The mod Ald Vendras is placed closer to where Solstheim should be, and I believe that's a known issue with it.) That is probably why they changed the location slightly.

Bethesda threw lore out the window when they created Solstheim. The island did not exist before the expansion came out, and it conflicted with the existing contour of mainland Morrowind. This forced everyone to have to re-draw the maps of Tamriel to account for the sudden and unexplained presence of a brand-new landmass that no one had ever heard about before. Pre-Bloodmoon-era maps of Tamriel and the Morrowind in-game map continue to conflict. And the pre-Bloodmoon-era maps of Tamriel conflict with the post-Bloodmoon-era maps of Tamriel also.
