No. Bethesda had to take that break from TES to work on Fallout 3 (or something). Regardless of how you feel about the game, Oblivion was a result of the developers losing passion for TES and the resultant stagnation of ideas (and boringness of the game world). If you listen to some of the developers (especially the concept artists) talk about Skyrim's early development...they were really excited to be going back to high fantasy after doing Fallout, and I think that passion and reinvigorated spirit (and plethora of new ideas) is evident in Skyrim from the second you load up the game. Skyrim is a better game than it would have been if Bethesda had just gone straight from Morrowind, to Tribunal, to Bloodmoon, to Oblivion, to Shivering Isles, to Skyrim.
Now as far as Fallout 3 to Fallout: New Vegas (or as I like to call it, Fallout 3)...that was the result of a rather unique set of circumstances that requires knowing the background of the Fallout series and why Bethesda allowing Obsidian (because it absolutely could not have been anyone else) to develop the game was such a huge deal.
