Had to go with Morrowind on all three (though the second one isn't really fair, as Morrowind had a few extra years to build up mods than Oblivion, even if many of those mods are now extremely hard to find).

As far as which has better mods, that's a tough one, and is really a matter of opinion. I've seen a lot of good ones for both games, just as I expect to see plenty of really good ones for Skyrim over the next several years. However, I do believe Morrowind has a lot more in terms of large quest mods (mostly simply because the entirely text based dialog makes it much easier to produce such large mods, since you don't need any voice acting).

As far as ease of modding, I personally found Morrowind easier (don't know how many will agree with me on this). When I first started, the scripting language wasn't that much different from the programming languages I was learning in college, so it wasn't hard to pick up. And, once I got the hang of the dialog system, it wasn't that difficult to work with.

I always even though oblivion has been out less time assumed it had more mods.
