About levelling

I've never bothered much with certain spells so i have no idea how these work. What i'm talking about are spells like Frenzy, Charm, command creature, etc. I don't understand how they work. I've finished the main quest a while ago, i'm like 160 hours into the game, have done plenty of sidequests and my level is 22. Now for example this magic staff i can buy...it says Command creature up to level 6 for 20 secs on target. But don't enemies level up with you in Oblivion? So i'm probably never gonna encounter a level 6 creature...right? Same with these charm,frenzy etc spells...it's all like level 6 or level 8 at the highest. How do these work? Does it even mean the creature needs to be level 6 (and how do i even know it is level 6) or...how's this work?

At high levels best just to buy a cheap version of the spell to allow you to use the effect in custom spells.

A spell which affects "up to level 25" will actually affect anything regardless of level as long as you are not wearing armor


the majority of Creatures do not level up with you, the spawns do though. So a Timber Wolf will always be lvl6 but if you are at high levels you won't see many of those 'cause Lions (and tigers) and bears (oh my!) will start to spawn instead.

But the thing is, i've yet to find a spell that has 'up to level 25' . Say i buy that staff that lets me command creatures, does that mean i can command bears and wolves and such? (i actually keep seeing wolves now and then)

In order to use Command effectively, you need to have access to Spellmaking at the Arcane University (mages guild.) You buy the low level of a spell effect once, and then once you know the spell, you can make higher-level versions of it yourself. You need to raise Illusion to a high level to be able to cast a Level 25 Command. Illusion is a powerful skill, but you have to commit to raising the skill all the way up, if you're going to use it as you level up.

I wouldn't bother buying staffs and such; they're not worth the money. And a Level 6 spell effect is not going to be useful for long.
