how to turn off the broken HDR?

how do you turn off the annoying hdr so i don't get completely blinded whenever i turn a corner in a dark room, or whenever i get hit in the face by a blizzard spell?

my screen goes DARK, and its annoying. theyre trying to simulate your eyes shifting to different light intensities and its completely broken
