I have seen some to increase spawns but i dont want that. I just want more people around in town's and so on any thing anyone know of?

Might try rePopulatedWasteland ... if do a search ion nexus using populate or such should pop up ... it is an esm file.

In addition to RePopulated Wasteland, you might want to check into http://newvegasnexus.com/downloads/file.php?id=42449. The author has a few more mods which populate various places.
