My sneaky dagger/bow guy can one-shot dragons. If I don't get the drop on them a couple shots from the nightingale bow does them in.

This is such a letdown for this game.

On the other hand, bears send me sprinting through forests screaming like a little girl desperately trying to find someone to help me. The only good strategy I have for fighting bears is Fus Ro Dah off of a cliff and pray to Akatosh that the fall does enough damage.

Sneaky Dagger/Bow and DW can oneshot and 2H can't, OH THE IRONY.

Considering bears are still a problem for you, I'd guess you're level 20-30. There are more powerful dragons then frost dragons. Ancient dragons can easily kill you if they get two good bites, if not one if you lack the health to withstand it.
