Arcade's quest "For Auld Lang Syne" won't start

Need some help, for some reason this quest just doesn't show up, even though Arcade goes through the dialogue for it. I've completed all the pre-requisites and he tries to give me the quest, but it just doesn't appear :(
I've tried both the console commands mentioned on the wiki, "AddScriptPackage 166d95" (with Arcade selected) and "setstage 00157e60 10" and neither works. Anyone know if there's another console command I can try or something? I'm at a loss here, and I really wanna get this quest finished and get my P.A. training >.<

well there is a point system for him each place visited, and or talking to the right npcs gives a +1 for that event. Helping cezer pretty much sets you to zero, you have to have picked a side, not sure if house qualifys but I do know NCR/Takeing vegas yourself will unlock this, once you have gone to the vertabird with him, the repcon rocket area, some of the tech/nuke bomb etc special locations in game he will make comments, even stopping by his old friends but keep in mind he has to be with you the entire time, the last stop once you have picked a path and set plans into motion on how things will go go to the repcon facility that had the energy weapons/dead bos members inside once you go in a dialog box pops up and pretty much opens up that quest talk to him, then he comes back seconds to minutes later wanting to talk to you again, and blam there you go. DO NOT BRING HIM TO THAT REPCON BUILDING EARLY! Otherwise you risk bugging out the quest and not getting the enclave remnents nor the power armor training/nor the gannon family tesla armor.

Thanks, but I've done all that stuff already :( I have the "history" points, and I am far enough along in the campaign. The problem is that after he gives me the quest, it doesn't appear in my pip-boy. He goes through the whole dialogue about who he used to work for, asks me to get them all together yadda yadda, but then nothing, no quest appears :(

Setstage to 20 or 30 rather than 10. I beleive at 10 the quest is silently running in the background waiting for you to get history points with arcade. If you had acheived enough history points already and setstage to 10 simply before managing to trigger the next conversation you have effectively borked the quest to an unprogressable stage. Set it to a later one and see if that helps.

I should clarify, I haven't borked the quest by using setstage command too early, as I only used it after Arcade gave me the quest and it failed to appear.
I've tried all the quest stages with the setstage command (10, 20, 30, 50 and 100) and the quest still doesn't appear in my pip-boy. If I setstage to 100, that "completes" the quest, but even then I get no actual quest, just the 500xp for completing it (But no P.A. training or remnant armour).
Seems that the quest just doesn't want to appear, whether it's Arcade giving me the quest or by using setstage. Neither works :(

With it set to 10 - try talking to some of the former Enclave people and recruiting them.

I recently had the quest get stuck similarly to how you described it. Talking to these people I discovered the option to recruit them to go to the meeting place. After recruiting the first one the quest became unstuck and progressed normally.

You have probably run into one of these people already but feel free to ask if you don't know who or where any of them are.
