Ok I can't figure this out to save my life. I have a level 25 Nord warrior. I'm using a mace/shield combo with points in heavy armor, block, and one handed. My combat skills are levelled up evenly for my level as I don't spam blacksmithing or enchanting right out of the gate. I have an exquisite set of Orcish armor / shield and the Mace of Molag Bal, armor rating is 328 with 300 heatlh.

Ok for my question I play on Master difficulty as I like a challenge, I understand I will die a lot this way but that is what makes it fun for me. I'm noticing that all mobs are tough but I keep running into a select few (namely a warrior class with heavy armor and a 2 hander) that just utterlly destroy me. I can't figure out why they can so easily 1 shot me if I mis time my shieild bash during a power attack. Is this supposed to let me know I'm too low level even though all the other mobs leading up to them are not nearly as difficult? Any ideas would lessen my retardism : P
