maybe the best way to scale is to scale when areas are respa

Maybe the best way to scale the game would be to have enemies scale to (or above) your level after they respawn.
So if you clean out an area or fort for example, maybe when its respawned ( I think its a few game days) those enemies need to get more difficult.

Not sure if that would be a good solution.

How is no scaling the best? What do you want to one shot everything? The game gets way too easy after a certain point, you need scaling in a game like this.
Unless you make it like WOW where difficult areas are for different leveled mobs but if you do that the game is not open world anymore and you are forced to complete them in a certain order.

level scaling is a must.

This argument was stupid the first time it was used, and is still stupid now.

No scaling doesn't mean "everything is weak". It means "nothing is indexed on your level". If all bears were level 100 regardless of your level, how exactly would it make you gods ? It would be a terrible idea of course, I'm just showing how static levels have nothing to do with games being easy;
