Does anyone in Skyrim sell staffs? : V

I know Skyrim isn't magic-friendly, but even the mages guild has nothing, just like five people who sell a few spells you have already.
Is there anyone in the game that sells staffs or decent magic? Because I miss all the magic/staff shops Oblivion had.

Steal them/murder the people that own them. I can't remember ever seeing a staff for sale.
