I do believe that locks are a little too easy to defeat without investing into the Lockpick skill tree. Though, I'm playing on PC, and the mouse is a more delicate input device than a stick, so it's easier to home in on that 1-pixel-wide "sweet spot" on a Master-level lock even without much skill.
However, there is no quick fix to this problem. This is a core game design issue, not one where you can simply say "Oh the locks are too easy". In order to not completely cheat non-lockpickers of fair-earned loot, "standard rewards" need to ALWAYS be unlocked. And in order to justify an entire skill tree full of perks, lockpicking needs to be considered very early in level design as far as offering shortcuts, safer routes, and greater additional rewards.
