Set the game to fullscreen and view based mouse controls. I don't have a clue why bethesda thought the cursor controls should be default, because they svck. Apart from that, you set your own keyboard controls. Just remember that attacking is gesture based, so if your attack button is mouse1 then you hold it and move the mouse, and the attack is based on which direction it's moved.

Additionally, don't change the attack button. That breaks things. Sadly, it always has to be the right button.

Cursor-based controls were in Arena, so it was logical that they came back in Daggerfall.

It was also the norm at the time. It wasn't until Quake that WASD+mouse view really took hold.
