Is Winterhold unable to be helped?

So all the residents in Winterhold complain about how bad it is there, but is there anything the player can do to fix the place up, or help with the weather? I did the college questline thinking maybe it would fix the place but it is still in the same desperate state, is there another questline there that I missing, like the one with the tree in Whiterun?

I love the weather at Winterhold but I doubt you can rebuild it.

I think the main reason everyone's angry is because they think that the College of Winterhold caused a massive tectonic event which resulted in the majority of the city simply falling into the sea, wiping out the majority of Winterhold's population, power, wealth, and prestige in a single night. That's why it appears as such a small town in the game, as opposed to a big, Whiterun-sized city. Nothing will be able to give them back what they had, though the Jarl gives some quests revolving around improving the city's standing by fetching an old artifact or two.

No one really knows why the city fell into the sea, but the College of Winterhold mages stalwartly insist that they did -not- cause it. So far the most compelling reason I've heard given, in-game, is that something theorized that perhaps Red Mountain's eruption had such far-reaching implications that it caused an earthquake that dislodged most of Winterhold all the way in Skyrim

I think there is a shout where it clears up any weather but I believe it would be a short term effect.

used the shout to clear weather but you just get yelled at by the guards lol, and nothing happens, I was hoping that would do the trick also. Ohh well, i just thought it would be cool if the were some quest to help the city out, like most of the other cities have.
