Heavy Armor, Conditioning Perk, and Sneak

Before anybody says it, I know Light Armor is more effective (normally) than Heavy Armor is for sneak detection. My question is, does the Conditioning Perk (Or the Steed Guardian Stone) have any effect on how easily you are detected from sneak? Can anybody confirm/deny if making your armor weigh nothing is the same as not having it on at all as far as sneaking goes?

I'm highly interested, as I play a highly sneak oriented character, who happens to use most of the usual thief type skills, but uses heavy armor instead mainly because I don't want to waste a ton more perks for the Dragonscale Armor, and Daedric Armor looks badass.
