Lucky 38 & Ferry to Fort Issues

Unfortunately, when I try to use the ferry at Cottonwood Cove to gather evidence for Regis in the Oh my Papa quest, there is no way to use it. I have a neutral rating with the Legion and am wearing Legion armor, but no one I talk to gives me the option to use it and when I step on it, nothing happens. Also, although I have previously entered Lucky 38 and even have a great deal of my stuff stored in my suite, I can no longer enter it. The strip is locked, but I can get there through the monorail. Yet when I get outside the casino, Victor isn't there anymore and the gates are shut.
Is there anything I can do to fix these issues? Thanks :)

You use it directly, stand on it and look down.

Thanks for the quick response. I tried to stand on it and look down again, but nothing happened. No text or anything popped up to give me any options. Could I be doing anything else wrong or could this be a bug?

Make sure you're stepping on the barge itself. You may have to crouch to get closer.

You don't have to be standing on the raft to activate it, it may be easier to stand on the dock, next to the raft, instead.
