She is stuck in the water and won't move. I tried getting here to move and she won't respawn outside or in any town I go to. She just stays there swimming and doesn't drown. I tried killing her and resurrecting her but that didn't work either. Unless anyone has some ideas, I am going to just leave her.

Talk to her. Tell her you're parting ways. She should be back at the house, or at Dragonreach when you leave.
