Creation Kit. Similar to the Construction Sets that were released for Morrowind and Oblivion. Basically, a simplified version of the tools Bethesda used to make the game.

the CK allows for the modding of skyrims content so it can basically change everything except for the engine, however the public gets a less powerfull version of it so we cant do thinks like add new skills but we can do basically anything else, and it will only be for PC

PC versions of games have always been more hooked up than their console counterparts, when you're on a computer you have the ability to have so much extra power and function. The consoles out now though I don't understand why games are released on them without an option to access the command lines and stuff like the PC versions. You can plug a keyboard into an Xbox360 so I dont see why they take that function out (Pressing ~ to open the ingame console)

I wouldn't call it simplified. More restricted is a better way of saying I think.
