Sudden Constant Low FPS

Hi everyone, I tried asking a few other forums about this matter but none of them had much expertise when it came to New Vegas.

I am a frequent modder and have modded a number of games with hundreds of different mods, but am still kind of clueless. Recently, my FPS in NV has dropped considerably. I am used to the idea that higher res and more detailed textures and effects = lower performance, but I don't believe that is what is happening. I have a number of mods installed including 2 texture packs with very high res textures and was getting a steady good amount of FPS while playing. However. Now no matter where I am in the wasteland may it be a tiny cellar with almost no items in it whatsoever, or looking out over the strip with New Vegas Restoration installed I get similar low performance. I checked my GPU and CPU usages and the highest they got were 60% for my GPU and 80% for my CPU respectively. Any ideas as to why I am getting such poor performance?
