How many skills can you unlock all the perks for? I read somewhere that there's over 200 perks, but you can't unlock them all with one character because you don't level up that many times... How many skills should I be dumping my perks into?

Also, what are some must-have restoration spells for warriors that use restoration magic?

The max level I hear is 75, so you'll level up 74 times and have that many perks. Self heal spells are good, but you'll probably find enough potions (or make them) to negate HAVING to have resto, but spending 2 or 3 perks to only use half magic might not be bad. As for the rest... just play it and have fun. Don't over think it too much.

I used console commands to level up my character and I made it to lvl 81, so hard cap is "around" 80.

I've been sticking pretty heavily to my one handed, conjuration, heavy armor skills so i get the perks i want first

Hard cap is 81.5. That's 80 perks. I currently have Archery, Sneak, and Light Armor maxed. As well as many points in smithing, enchanting, pick-pocket, lockpicking, and speech.
