Way more skill points then normal?! FOT

So I was looking at a few of my squadmates and the new one I was adding (Billybob the Ghoul) and for some reason he has way more skill points then he should. Hes never been changed or anything, hes fresh out of the recruitment pool, so I'm confused as heck. From what I've read the formula for FOT is (5 + 2 x Intelligence), which means he should have 136 at level 8 [8*(5+2*6)]. The weird thing is he has 178! Now theres no other way he could have increased his skills, so I repeat, I'm confused as heck. Its not a huge deal, I'm just curious why this is...

Been long since I played Tactics but, doesn't Ghouls get more skill points for having been alive longer than humans and in so having earned a lot more experience from their travels?

Well this isn't just the case for ghouls. ALL of my characters have way more skill points then they should, even the ones who haven't used skill books.

*EDIT* Forgot to mention that Ghouls do get an extra two stat points, which is pretty sweet, but this is something completely different. Even if the stats are changed the amount of skill points overall only changes if perception is changed, and even then its only two points for a change, it shouldn't cause any issues like that. The total skill points are even more then what FO3 and NV use to calculate Skill Points (It adds 10 in FO3/NV rather then 5). Thats what confuses me is how is that possible on an untouched character?
