Meaning Of Crosshair Symbols

Would I be right in thinking that when the crosshair changes to something that looks like a crown when you are talking to someone, that that means that they could give you a quest...?
Also, occasionally I get just the top half of the sneak eye, it seems to be directional - I noticed it on the Emperor beginning section, does this mean "go this way for the quest"?

Does that make sense...?!

The crown means that the person is Essential, i.e. cannot be killed, usually because they are involved in a quest.

as for the other, wounds more like a small glitch

All the crosshair icons are explained in the manual.

Yes, it does, pages 5 and 6 of the PC version, 8 and 9 of the PS3. Not sure about the Xbox.

Didn't get Target health from the OP description at all, but it makes sense now, then again it has been considerable time since I used the vanilla UI.
