Where do you get the

DLC from?

Not the Shivering Isles and Knights of the Nine, but the other bits.
I've looked on the gamesas site but it seems to link to an XBox page, and I want PC...

The DLC for the PC version used to be available from Beth's site. But it was taken down after the site was hacked several months ago, and I do not believe it ever went back up. Given how old a game Oblivion is now, I doubt Bethesda considers making it available a priority anymore.

I love Bethesda's games. Morrowind, Oblivion and Skyrim are all in my personal, lifetime list of "Top Five" games I've ever played. But I have to say they have absolutely wretched customer service. It's abysmally poor, it's breathtakingly crappy. I've dealt with a lot of companies in my lifetime and not one has treated its customers with the kind of disdain Bethesda displays toward its customers. This is just one more example in a series of examples stretching back for years. I say shame on Bethesda.

They don't. That's why the store isn't back up and why Steam is now a PC requirement for all their post Fallout 3 games.

I don't think it's available anymore although some people have duplicated them for mods so check there.

When they were available, the self-extracting installers didn't work correctly with 64-bit Windows. Given that much of the PC market is 64-bit Windows 7, they probably feel that the technical support nuisance, if they resumed selling them, would not be worth the small amount they could make on sales.
