Fast travel possible?

I just bought Oblivion GOTY on Steam. When I'm about to travel with Martin from Weynon Priory to Cloud Ruler Temple, I see that I have the option to fast travel there. I haven't discovered that location yet. Is that a bug or have they changed that? When I played the game some years ago (disc-version without the expansions), I couldn't fast travel to locations I hadn't discovered.
Of course I can simply choose NOT to fast-travel, but I would rather not have that option, cause after many days of playing, it's hard to memorize what locations I have discovered or not.

Thanx for any help on this.

The major cities and Cloud Ruler have always been on the map (and thus fast-travel-capable), as far as I know. Other than those places, you do have to visit a place before you can fast-travel to it.

I know what you mean since I recently started playing the GOTY verision from steam. I've found so far that I can only fast travel in that situation, too. Any other locale I've not been to yet I have to travel on foot or horse.
