Damaged agility\speed, won't restore

I was looking through my character and noticed he had an agility of 22 and a speed of 32, both were in red. At first I was puzzled by *how* that happened, but then when I tried to find out what it actually *was*, I couldn't. There is nothing on the 'Active Effects' screen, so no diseases. Nothing I have damages those stats. It has stayed through resting and sleeping for multiple days. There are no effects listed along the top right of my screen. I've tried potions of Restore Speed and Restore Agility, along with Cure Poison and Cure Disease. I have also prayed at altars, multiple times. Each time the effect plays and I am healed. I've confirmed that the altars *are* working. My agility and speed however remain damaged.

I even created a potion of restore speed, drank that, and found that after it had finished my speed was -68 (in red still)! The strangest thing is that I don't appear to be suffering any actual effects from it in-game. Like, the stats are red and shown to be low, but I'm not moving any slower than I usually do. Is there a way to use the console, editor, Wrye Bash, etc, SOMETHING, to fix the stats? Nothing ingame is doing anything.

To recap;
Agility and speed are ridiculously slow and in red (damaged), but doesn't seem to have any ingame effect.
No diseases, no active effects, no spells cast on me.
I've tried potions of restore agility\speed, cure disease, and cure poison. I have also prayed at altars.
No effect from all of the above.

EDIT: I figured out what happened. I apparently uninstalled More Realistic Encumbrance while I had 'Slight Encumbrance' (penalties to Speed, Agility, Sneak, and Athletics). I've tried reinstalling the mod but it won't 'reset' the damage done. Any ideas?

Try http://www.tesnexus.com/downloads/file.php?id=11368. It also comes with the UOP if using it: "startquest uop" and go from there.
