Apart from Mothership Zeta, Old World Blues, Wild Wasteland and parts of Fallout 2 I never saw Fallout as a "fun open world playhouse".
It had it's humor but I wouldn't summarize Fallout overall as "fun and quirky with stereotypical one liners".
As for Elder Scrolls, it's a lot more serious, but it's RP mechanics have failed to impress me over and over.
From dialogue to quest choices to character builds to action and consequence. (Maybe I need to play Morrowind more and play Arena and Daggerfall at some point)
Then we have the overpowered bit.
It's very possible to become overpowered in each and everyone of these games.
Fallout 1, Fallout 2, Fallout 3, Fallout New Vegas, Morrowind, Oblivion, Skyrim.
Each and everyone has the option to become a demi-god.
Fallout 3 had a form of balance prior to Broken Steel and New Vegas had as well prior to it's DLC's.
So I'd say that it's DLC's that will ruin balance from now on and make us overpowered, not the actual games themselves.
Will likely happen to Skyrim as well.
Fallout 3 and New Vegas were easier to level up in and with the DLC's easier to become a demi-god.
But it doesn't mean that you aren't working your way up to become just that in Elder Scrolls, cause you are, it's only taking way longer to get there.
