My one-handed skill is now 15 and in Red?

I know how to look for active effects to see if I am afflicted with anything, and there's no negative status showing up. On my current save, I just leveled up and put a point into the perk that adds decapitation to one handed power attacks (although it doesn't seem to do anything with dual wielded power attacks). My skill is now set from 53 to 15 and I am not using any mods or console cheats. None of my gear is out of the ordinary either.

Sure, I have a previous save that I can load from that's 30 minutes prior, but this is still annoying and I would not have even known my skills had been reset if I had not been looking to spend a perk point. I mean yeah, my damage seemed to be significantly weaker on some enemies, but I simply chalked it up to the weak, weak, weak, super ultra elite, weak, weak scaling issue.

Im afraid this is a bug associated with with disease.
I am told it will return to normal once you level up the broken skill.

If that does not work youre only recourse is to load a previous save alas.

You have disease. Use alter or cure disease potion.

it′s a glitch, often it helps to just quit the game and load the save again.

I'm having the same issue of sorts, but have you visited a Temple in one of the cities yet? Activate a shrine and maybe that'll do the trick.

On my issue, everyone tells me that I'm sick and my fatigue is lowered slightly. Someone said it was Ataxia, but visiting shrines does nothing. It doesn't show up in "Active Effects."

I can't get a disease though.

I am already a werewolf, and this is happening in the final quest area in the tomb with all of the ghosts
