NPC Kleppr in the Markarth Silver-Blood Inn gives a Miscellaneous quest: "Speak to Verulus about the Hall of the Dead". This quest cannot be completed if the player has already completed the related quest with Brother Verulus, causing the quest to remain in the Quest Log perpetually. Brother Verulus cannot be killed, and killing Kleppr does not fail the quest.
