How is loot decided in skyrim?

For the last 8-10 levels (I'm lv. 25 now) no new loot have appared for me. It's still the same steel, iron, leather and occasionally some elven and dwarven. Shouldn't atleast some enemies have some pieces of glass and ebony about now? I'm a mage so it doesn't really matter that much, but it still kills my will to explore when everything feels just like it did at lv. 15.

I was level 30+ before I started to get glass and ebony drops. I dunno if this helps but I also notced that I was getting more glass drops when I was using my glass armour and sword.

loot just like the enemy leveling system is a mix of set and scaling, so say most low bandits will always have at best steel, while higher grades can wield bigger stuff.

I′m also around 25 and for the most part I notice itr′s easier to find higher grade stuff in dungeon treasure chests and dungeon "bosses"

Myself at level 19 managed to find an ebony sword at the end of a hard dungeon in a chest. I'm level 25, now, too, and there are still mainly dwarven, steel, and iron and some elven objects as loot.

The loot is decided very poorly. i.e. According to your current level.

The fun in exploring the next dungeon is 'removed' from the game via this system. Dungeon o' Bandits #1 is exactly the same as Dungeon o' Bandits #2.

What Beth should have done is 'placed' unique loot in each dungeon and set the level of baddies to the level of loot on offer.

Then players can share interesting experiences of where they found the 'Super-Uber Sword of Chaos +6' and how damn hard it was to get.

This. Hand placed loot is always far superior to leveled loot.

First I started to get dwarf items, then elven and now 30+ few glass and rare ebony.
