Whiterun is a good starter location. You've got plenty of shops around you and all of the facilities you need for Smithing, Enchanting (in Dragonsreach) and Alchemy. It's a good central location in the world, too, and a lot of quest relating things happen in or around it.

For something small and useful, try Breezehome in Winterhold.

Whiterun*

Ye Breezeholm is good to go. It cost 5000 gold. Just bought a mansion in windhelm. I think it was around 13-14k
