I see the max spell here is up to level 25, but how do I know the levle of my enemy? and I know they dont "level" with me, but I noticed the enemies gets better weapons at least where as I am level 24 soon.
Does the enemies level cap at 25 ?

and a bonus question, they said mobs dont level with you. but I still se enemies getting "better" as I level up.. what am I missing here ?

Some enemies go up to 50. But there are perks that end up getting the level of your illusion spells beyond that.
