Play CTR and the new DLC have the old rules. I guess they did not apply the new rules yet.

No the maps would have been made well before the changes were enfored. The previous patch would not have been able to change these maps since they were not release yet. A further patch will be required to bring the DLC maps in to line with the current main maps.
