On a related topic, is there a 3rd word to the breathe fire shout? I can only find the first 2 and even the dragons just say Toor Shull and nothing else.

Depending on the type of shout, upgrading will increase duration or power, depending on how long the shout button is held for or in the case of become etheral the duration in general will increase.

Fire breath becomes pretty powerful. I use that a lot to thin out crowds of admirers.
