Nope. You have to add the spell to the actual NPC.

I would really like to get it to work so I can make my own spell effect. I just want to take an existing one and give it the ability of an area effect.
You should be able to do that with the basic CS. What effect are you trying to use?
If it would be easier could I just make a book that teaches them to the PC? How hard would it be to do what Midas Magic did where you use ingredients to make the spells?
http://cs.elderscrolls.com/constwiki/index.php/Scripting_Tutorial:_Spell_Tome can easily be added to vendor chests, but it's better (for compatibility reasons) to add them directly to a vendor's cell instead. They'll still sell them (that's how I got Phintias to sell the http://tesalliance.org/forums/index.php?/files/file/1042-recharge-enchantments-greater-power/ tome). Altternatively, you could make a new chest, put all of your spell tomes in it and place the chest in the cell of each vendor you want to sell them (that's how I got both Jensine and Palonirya to sell http://tesalliance.org/forums/index.php?/files/file/557-birthsign-jewelry/).
As for using ingredients the way Midas Magic does, that is
very complicated. I once looked over the scripts involved and couldn't even begin to unravel them. :laugh:
