My speech skill seems to be stuck on skill level 63.

My speechcraft increased a lot for selling merchandise to vendors, but I've sold literally 100,000k worth of stuff and the skill has been stuck at 63 and roughtly 9/10ths. I've watched the 9/10ths part and it hasn't moved a bit in a few hours of gameplay and many vendor drops.

I really want to get the speech perks so I don't have to run around the world selling stuff constantly.

Is this a known bug, and how do I fix it?

player.setav speech x

i think is the command, it may unstick it perhaps ;/ ? or going to a speech trainer
