What is the point?

I don't exactly understand the point in this; when you get into the Thieves Guild and commit a crime, you can tell the guard that stops you that you're with the guild and pay them to look the other way. The thing is, you're sometimes paying three times the amount of the fine (Assault is either a 40g fine, or almost 400g to pay the guard to look the other way). I'm not complaining, just can't help but wonder what the point of it is. Do they look the other way for everything afterward or something?

I think if you pay them off it won't have negative affects on how the population of that city treat you. Not that it really matters what other people think :P
