He's really just Sheo re-incarnate. Previous Sheogoraths were Sheo, just had a little duality problem. The new-er Sheo doesn't have that prob.

Bit more complicated then that. Rather, the concept of madness exists, and barring some dramatic changes (on the scale of the creation of Mundus), will always exist. This concept initself has power. The whirlings of the world, if they happen to have the right shape will be empowered by it. What you did as the Champion of the Isles, was to step in just the right eddy of power and stay there. You became Sheogorath by acting like Sheogorath and you'll be Sheograth until you get off stage and stop your act.
