The description for Green Thumb is pretty vague. What does it actually do?

I thought by "gathered" they might of meant you get two properties immediately when you pick up a plant OR when you create a potion, you will always get a minimum of two properties in the potion if you used plants. Why would they use "harvest" whenever you see a plant, and then use "gather" in the perk tree? They need to use the same technical names. It's just plain confusing.
