For me, people sleep at night and they're awake during the day. I'm on 360. The only difference between Skyrim and Oblivion regarding this seems to be that several people have jobs implemented into their schedule now, as opposed to the NPCs in Oblivion, some of whom made an extravagant living by walking around all day.
And remember that NPCs slept during the day in Oblivion as well. Remember Ongar the World-Weary? In fact, I seem to remember that being talked about to the point of absurdity in pre- and reviews for Oblivion. "We've reached a high point in video game AI! NPCs take naps! :ahhh:"
