Advice for making the best possible tank?

Title says it all. I want to make a female breton the biggiest nastiest, hardest to kill [censored] in skyrim on master - so what exactly should I perk? I've been told that the increased blocking on shield actually doesn't increase the amount it blocks? Confirm?

And again shower me with your advice please

Should I perhaps only level health every time and ignore stam/mana?

If you ignore stamina you will have a harder time doing many successive shield bashes, which means you're giving yourself up to dragon breaths more often, not very defensive. If you take no magicka you may be fine but I look at being able to summon all three atronachs as part of my defense, when I didn't have all of my magic resistance and absorbance it was great to be able to throw a flame atronach at random pyromancers and same went with ice mages and my frost atronach, by the time I got the storm one I was already too resistant to magic though for it to matter.

I would go for a good balance between Health, Stamina and Magicka, maybe 2/4th health against 1/4th magicka and 1/4th stamina, so at level 40 you'd maybe have 300 health, 200 stamina and 200 magicka. (Remember, if you are tough as nails then health is not as important as you soak up so much damage already).

Heavy armor and blocking with magic resist and blocking enchants. Life absorb on weapon. Full daedric armor and shield. Go equal health/stam and no magicka. Worship the stone that gives magic resist and armor, do the shrine of mara quest for 15 magic resist and go breton for for 25 resist. When you block for a shield with the elemental protection perk you take 0 damage from a master level dragons breath and I sat in front of 2 giants for 5 minutes to power level blocking. Kind of game breaking lol.

Id just go 1h and Shield and Alternate between Health and Stam each level with blacksmithing as a profession to get the best armor your can asap. I had Ebony at like level 15 going a 2h Axe build. Breaths from Dragons won't mean much with a shield since most comes with high % to resist fire/ice/shock ne ways. And talents in the Shield Tree eventually reduce 50% of spell dmg if blocking with a shield.

Once you get used to the build start working in some magic and possibly a few points into restoration so you can heal a bit, or cast some defensive spells.

The build I did wasn't as tanky but I have a lot of health and stam with very little magic, and its working for me. When fighting dragons I just make sure I have the Whirlwind sprint active and while the dragon is in the air i just sprint away so it does a Range attack instead of the breath, which is easily dodged. When its on the ground a Power Bash interupts the breath and 1 heavy attack does also. I use a 2h Axe with the bleeding if your wondering, and I can take down dragons pretty fast.

I maxed 2h. BSing. Got points into Shield that don't involve using a shield (Power bash works with 2h weapons). Working on Enchanting as a secondary (only getting the new enchantment perk). I plan on going more into Restoration so I can healmyself without potions. I got 534 AC and 397 life atm with 300 stam. Only 150 magic though.
