1. I can't get any perks. For example, my char is 32 in Destruction but I can't get a single destruction perk even though some require fewer points. When I click on a perk I want, the display moves away from that per without assigning it to my char. Ditto One Handed where I'm well over 30 but I can't get any perks there. How the heck do I assign a perk my char? I am now L12 with 11 perks. Apparently I got one by accident. I don't even know which one. I sometimes get frustrated just left click away. I must have gotten lucky.

2. Is there a way to assign a spell or weapon to a number on my keyboard? The manual says there is but the exact technique eludes me. Any hints greatly appreciated.
