GCD has a hard version that makes leveling harder. Also, BTB's GI stops misc skill from growing naturally like major/minor skills so I'd imagine that would make it even slower with the GCD thing. As for combat mods: http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=9129 is a mod that's currently in beta that tries to change morrowind combat drastically. http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=1095 which uses MWE external tool (or the MWSE instead if you use this http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=7981) will make NPCs harder. The biggest thing is that if an NPC hears combat, they will come investigate (and join the fight) instead of standing there not realizing there is clashing swords down the hall. And if you use MWSE (which you will if you use the above mod with it's patch), http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=4481 let's enemies chase you through doors. Before you could use a door to escape and the battle ended. Not anymore. it also gives a purpose for the lock spells (because you can lock the door you ran away through, though it can be broken down
)
I recommend reading http://www.gamesas.com/index.php?/topic/1204591-julianross-top-100-morrowind-mods-ever/ thread because it has some good description of some combat mods he recommends (among many other mods as well).
EDIT: I see Slaanesh beat me to it
