Blocking is only possible under the following circumstances:

- Using a two-handed weapon
- Using a one-handed weapon and shield
- Using a one-handed weapon and nothing in your left hand
- Using a one-handed weapon and a torch in your left hand

I'm not aware of any other combinations that allow you to block.

The trade off for dual wield is specifically you can not block attacks. One of the loading screens says so :)

No, but it doesn't matter. You can one-shot anything before it can touch you.

Dont try blocking if you have 2 weapons, you will only get confused. Much better to hit twice anyway.
