I was planning on getting the awesome Jury Rig perk next level, however I need 90 in repair
(currently at 70) and I was wondering if I can just use a +20 Repair magazine just before
leveling up ? So that I have the required Repair skill to take the perk ?

Nope, won't work, sorry - it only recognises your base attributes, so any boosting clothing (such as for perks relating to SPECIAL levels) won't work either.

Search out a couple copies of Dean's electronics (I know there's one in the Sloan barracks and one in Loyal's house at Nellis) then put all your points into repair on level up.
