Problems with OBSE v0018 working with Steam GOTY edition in

Has anyone had any problems regarding this combination? I've recently been reinstalling Oblivion GOTY from my Steam account onto a new system, and for some reason it seems like OBSE may not be working. I know I've properly installed it as regards to the directions for the steam version in the readme.

You have to have steam ingame community enable to make it work.

I've done pretty much everything I've heard suggested elsewhere and nothing seems to work, from what I can tell you can't use the standalone loader for OBSE with the steam version. The in-game community thing is on by default and I've had no reason to change it. I came across this thread http://www.thenexusforums.com/index.php?/topic/193872-deadly-reflexs-not-working-with-steam/ which seems to indicate others have had this issue as well. I've got another system using the same install of oblivion from steam with OBSE v0018 and it works just fine. The only obvious difference I can think of is that the old system is Windows Vista and my new one is Windows 7 64bit. *grinds teeth*
