Hey guys, I just got Oblivion. And I'm patching the bugs and modding the graphics. Which I've never done on anything but Fallout 2 (Killap's restoration patch). I was just wondering if downloading Qarl’s Texture Pack III and Natural Environments would cause problems? Don't want to seriously mess up my game you know.

No, they won't cause any problems besides decreased performance (QTPIII). Get QTPIII Redimized instead of the original QTPIII.

Just remember that sometimes you have to patch the bugs of the mods you are adding! http://www.tesnexus.com/downloads/file.php?id=14918 is supposed to fix some of the problems that are common with Natural Weather, which is part of the Natural Environments. I'd also suggest using http://tesnexus.com/downloads/file.php?id=23783 over Natural Vegetation.

I'd also use http://tesnexus.com/downloads/file.php?id=8011 over Natural Water, but this is more of a personal preference. Then there is http://tesnexus.com/downloads/file.php?id=18305 over Natural Weather, since All Natural contains all of the weather types from natural weather along with the new weather types from AWS and Enhanced Weather.

Yeah, I highly recommend you use All Natural over Natural Weather. Like mcc84 said, it contains NW's weathers, doesn't suffer from the lighting problems of NW, contains Real Lights, Natural Interiors, and always stays in sync. NW looses sync from time to time.
